In the Netherlands, Dutch Railways Infrastructure (NS-RIB) has a test track project, BEV21, with ALSTOM in the Maastricht area in the south of the country. In this case, ERTMS is applied together with the installation of new interlocking as well.

Several steps (called “releases”) shape BEV21, in connection with the needs for several specific requirements, including dual signaling, auto-localisation, specific degraded operational modes, light rail operation etc.

Release number one was the functional demonstration of ERTMS in the country, involving no actual control of signals but simulations; it was successfully made early in 2001.

Release number two is the validation of ERTMS principles, including a RBC and interfaces with the interlocking. Fully proven equipment will subsequently be used. This release is progressing on schedule with the final elements being planned for early 2003.

It must be pointed out that BEV21 is part of a global project in the Netherlands called BB21. This project includes all activities which are meant to go towards a better utilisation of the network, including not only ERTMS/ETCS Test Track and the signaling part of the project, but also the GSM-R radio communication package, the 25kV-50Hz electrification, the time schedule management and various other activities.

NS-RIB and ALSTOM successful progress on BEV21 contributes largely to the satisfaction of the complete project.

Commercial railway line projects in the Netherlands are also coming and they will all involve ERTMS for their signaling; these include the “Betuwe route”, a new freight line from Rotterdam harbour to Germany and the complete upgrade of the Amsterdam-Utrecht line.
